I am unwilling to reinstall my labview for this problem.

I found that enabling the "NI Authentication Service" enabled the "NI System Web Server" to start.

Then the compile started.

Big FYI:

I have a situation where my company's IT has done something that stops or hangs the ni authentication service and this keeps my fpga compiler from working.  Simply re-starting the authentication service ( and then i usually manually start the compile worker) and it works again.  i have to do this after every reboot and have been doing it probably since 2016.

On one of my company development systems the NI Device Loader and NI Configuration manager services also fail to start and restarting all three takes care of the problem.
