Yes it is an option.
You have to Edit Controlls & Function Palettes...
In your User Libraries, either add the VI to the Control Palette or add the
the VI to the function Palette and select the "Merge VI" option for the
icon.
In both cases, the diagram of the VI with all its controls will be copied to
the diagram when you select the VI in the Controls or Functions palettes.
