I think you ve the problem due to the presence of the LabVIEW Run-Time Engine 7.1.1 in your system.
Uninstall it thro' the Start -->> Settings -->>Control Panel -->> Add or Remove Programs -->> National Instruments Software, Click Remove & Select NI LabVIEW Run-Time Engine 7.1.1 path...
This should eliminate this error problem. It may ve got installed due to the fact that some of the latest drivers automatically install the later version of the Run-Time Engine in our system.
We also encountered with the same problem when creating the installer for an application built in LV 7.1.
Update your feedback here...
One more thing... Please check n confirm yourself whether LV RTE 7.1 is also present in the system before removing LV RTE 7.1.1.
LV RTE 7.1.1 might ve got installed if you ve MAX 4.0 or higher (or even a little bit higher versions of 3, but I m NOT 100% sure).
In most of the cases, LV RTE 7.1 will also be present, so simply removing the LV RTE 7.1.1 will suffice.

YES, it ll start the uninstallation of all the stuff related to 7.1.1...
What you ve to do is let them get uninstalled first & again do carry the reinstallation. Now try to custom install & without 7.1.1. This should solve the problem. If custom installation choice is not avaliable, you re left with no choice other than keeping a seperate system for developing & testing the S/W where your H/W is connected, and another with LV 7.1 & LV RTE 7.1 only for building the exe along with the installer.
