Basically, no.  But check out the myRIO or the USB-8452.

The USB-6009 has static DIO.  So there is pretty much no way you can get it to keep up with any I2C clock.  Just get a USB-8451 or USB-8452.  These are devices that are specifically designed for testing I2C and SPI interfaces.  The APIs are pretty simple and they work well.
