With the picture , why the time(WVD) = 2 time(STFT) = 4 time(WVD) , from same signal ?

I believe its not just a simulated values there should be some kind of a measurement happening at the background ( I Believe). What do you want to achieve by just duplication the graph?.

No. What you will achieve if you have the code?. Don't you have the information about the graph?. Where did you get that?
