How to change picture aspect ratio in LabVIEW?

I know this thread has been finished for a while but I went to link to this in another thread and realized my missing VI could be a little annoying.  So attached is the fully working version that performs the comparision of resizing an image file.  This version now also resizes Image Data, and returns the resized Image Data.
