How do I fix the error code -173807339

I am getting the error code when I am trying to tell the machine to do something.  I think that the computer is not recognizing that the machine is connected.  I have checked the cable hookups and they are all secure.  What could be causing this and how do I fix it?

That error code is undefined. What kind of 'machine' are you connecting to, what type of connection are you using, what are you trying to tell it to do, and what software/driver are you using to talk to it?

Nevermind I solved the problem.

The thing was that it didn't recognize that any of the devices were hooked-up to the GPIB. 

To solve it I opened Measurement & Automation then clicked on Devices and Interfaces then selected GPIB and then clicked scan for instruments
