Hidden User library function palette.

I am trying to add VIs to the User library function palette, when I click Tools<Advanced<Edit palette set, the User library palette doesn't show with the list of function pallettes even by searching for it.

Though I can browse to the User.lib from c:\labviewxx\program files\User.lib and the .mnu file is there.

What can I do to see the User library function palette please?

Your help will be greatly appreciated.

That should be C:\Program Files (x86)\National Instruments\LabVIEW 20XX\user.lib for a 32-bit LabVIEW.
