Hey LabVIEW ever thought about putting the TOOLS pallet in the TOOLS tab?

So are you referring to the Tools menu item? Yeah, I've looked for the "View Tools Palette" there more times than I care to admit. Tools is more for extra things such as compare, profiling, etc. The Tools Palette is more of an editor feature than a tool, so it does make sense that it is under "View".

I still look for it under the Window menu on occasion.
