Have you performed all Windows XP updates? This may help.
Did you completely uninstall LabVIEW before reinstalling it? Make sure the registry values were wiped clean and then try a fresh install.
This post discusses how to clean the registry of LabVIEW components. Please use the MSIBlast Utility as a last resort.
