Generate VI

Is possible to build in LabVIEW a VI which is able to generate another VI (e.g. as an input is a text file a,b input, c=a+b output and to generate a new VI for this function)

It is possible, but it involves "scripting," which is functionality that is not officially exposed and supported.  That is, you have access to the functionality, but it's use is not intended for the general public.  For more information, there is a scripting thread/forum at:
