GPIB-USB-HS not seeing HP 3478A multimeter

Sorry for the barrage of questions. I am new to the Labview environment and GPIB devices.

I have a GPIB-USB-HS interface on my computer and it is plugged into the back of an HP 3478A multimeter. When I use the Measurement and Automation Explorer, it finds the GPIB-USB-HS, but it does not list any devices under it. When I check the HP, it's address is listed as 05, which is consistent with the jumpers on the back.

According to the HP documentation, the multimeter should indicate on the front panel when it is being controlled by the GPIB interface. This implies that no user action is needed to setup the meter to listen to the GPIB. Is this assumption correct or do I need to do something to get this to work?

I cannot use the GPIB Analyzer to sniff the bus because that software does not work with the GPIB-USB-HS.

Is there something obvious that I am missing?

The device is working. I connected it to some newer equipment and it is able to communicate with that device. I guess the HP unit was not properly responding to commands.

The HP3478 was created in the pre-SCPI days.  If you were trying to identify it with SCPI commands it would fail.
