Force Uninstall/Reinstall NI Package Manager

My NI Package Manager installation was corrupted. I've tried to uninstall it through Windows, but when the uninstaller opens it flashes the "gathering system information" window and then disappears. Is there some other way to for uninstall it? 

Or, with other NI Installers you could open the command prompt and type "setup.exe /reinstall" and it would force reinstall, is there anything similar for Package Manager?

I've had some luck using a 3rd party program (Revo Uninstaller) which scrubs the registry and disk drive for things related to the program after uninstalling it. Now when I try to install NI Package Manager again the installer runs as normal.
