Hello everyone,,
When I attempt to install labview through the NI Package manager, I get this message:
"An error occurred while installing a package: ni-msvcrt-2008 (9.1.1.49152-0+f0)
Please check your internet connection and try again."
Note that this happened before I completely deleted all NI software off my computer through regedit. If someone could help me out, I'd greatly appreciate it as I am at my wits' end with this.

When I tried "deleting all NI Software off my computer", the only way I could move forward was to reformat the C: drive, reinstall Windows 10, reinstall all of my other software, and reinstall LabVIEW.
As difficult as it is to install (and remove) LabVIEW, attempting to do a "manual" removal through RegEdit is extremely difficult (after 10 years of no problems with Installs and Removals, LabVIEW 2017 caused me two PC Rebuilds until I "got the message" and returned to "Programs and Features" for NI Software removal).
I think I've posted somewhere on the Forum the "Safe" way to remove LabVIEW 2019 (which I've done about a dozen times while trying to build a system with multiple LabVIEWs from LabVIEW 2016 through 2019). You can also find NI's version on the Web.
The message you are getting is a "bug" in NIPM, one that NI knows about and I believe is working to fix. One solution is to do the following:

P.S. -- one of the most challenging aspects of LabVIEW, especially for the beginner, is Installation. I always did the installations for my colleagues, for the Teaching Labs, and for students who came for consults.
