Encoders without counters

HELLO

I am trying to get a feedback from absolute encoders. My hardware doesn't have counter/timer or any XX hardware. The hardware's I have are 6704,6509,4206,4204. So can any one suggest me how can I get position and velocity by using these hardware's.
