I am not sure about the "Create System Image File.vi" but I have used  "Create System Image Folder.vi" without any issue previously. Try the shipping example <LabVIEW>\examples\nisyscfg\Get and Set Real-Time System Image.vi

I can successfully create images, however, whenever I try to reapply the image, I get this error (even when I ensure the encryption passphrases are the same or use none at all).

Any idea why?

Here is a trivial program which yields this error:

The .zip image does get created on the desktop successfully though.
