I think that's going to be pretty difficult to replicate completely in LabVIEW. "Spritzy" graphics like that aren't LabVIEW's strong suit. While you could use a picture ring to create the spinning of the individual columns, you wouldn't see the blurring effect. The line itself could be drawng by having a picture control overlaps the picture rings. Instead of picture rings you could just use a picture control for each column, but that would require a LOT of drawing. You could have the strip of symbols as one picture and then you could just "move" it withing the picture control. Would take quite a bit of coding, but it would look pretty neat.
