Digital Filter Data

I am trying to set up a digital low pass filter and I cannot get it to work correctly. I have read a bunch of threads and I think I have everything setup correctly but I still don't get filtered data. I'm guessing it is something simple, but I can't figure out what it is.

I should note that the configuration should be the following picture. The transpose 2D array should be before the filter I believe.
