Is it possible to create a vi with the option of manually selecting something some variables like the one attached?

That is a polymorphic VI and yes you can create them but you need to have the right version of LV license to do that. If (from the project screen) you do a

 

Fille >>> New...

 

The dialog window will have a option for "polymorphic VI".
