How can we convert a program written in labview 6.1 to program readable in labview 11?

You can ask for a conversion in the Version conversion Board along with the file.

I think you dont need a conversion. Higher version will automitically read the older version.

No. It is upto some versions only if that is below then you need an upconversio to read them in higher versions
