LabVIEW Datalogging & Supervisory Control (DSC), which is an add-on module for LabVIEW provides a lot of functionality to establish communications between PLCs/controllers and the PC. In addition to supporting OPC, it comes with a suite of drivers for third-party PLCs:

As you will see in the list, there are some drivers for the Siemens series of PLCs. However, you may require additional hardware like plug-in card or adapters.
