Building a setup.exe?

Hi,
I'm trying to build a setup.exe, such that when the user clicks on the icon it will ask him/her where to install the files (the files here being the executable itself and 2 text files that is needs to run) and the where referring to a choice of directory where the user elects to place them. Is this possible to do? So far my experimentation has only gotten me as far as being able to specify a directory when building but not after wards. Also I am hoping this is possible to do without including the run-time engine installer,

Use the application builder or an external application such as InstallWise or Install Shield Express.

Kennon Cotton gave a presentation at NI Week 2002 showing how to create a setup.exe in LabVIEW that does not require the user to install the LabVIEW run-time engine. This presentation may be found at:
