Yes, you will have to get the dll from Agilent in order to run the VIs.
I also downloaded the zip file and placed it in my instr.lib folder. When I started LabVIEW, all of the driver functions were on my palette. There are a large number of menus/submenus and did not check every one but I did not see any missing with a question mark. You can always manually update your menu but I still don't undertand why you had the problem at all.
