ActiveX DAO_DBEngine CreateWorkspace Error NR. 3028

To create a Workspace, the Method requires name, username and password. Whatever I do I always get the failure: the workgroup information file not exits or is opened by another user exclusivley.

I´m using Labview 6.i

Is there anybody, who can provide some advice
