I downloaded the labview community version and when i download the control design and simulation package it needs to be activated and it can’t be activated because it says i have no license for it

Support for the Control Design and Simulation Module ended with LabVIEW 2022 Q3.

In addition, the full Design and Simulation package only work with the Full and Pro versions of LabVIEW.  I think it was pretty pricey to buy as an Add-On.  For that reason, you can't simply go back to a previous version of LabVIEW to install it.  You will still need to buy a license or upgrade your LabVIEW package.

Having said that, I have the PID and Fuzzy Logic palettes in my 2019 Pro version.  You may be able to use those for free, but I still don't think you can install them in the Community Edition.  😪
