It sounds like you are talking about modem 'AT' commands. If this is correct, the AT commands are used to control the modem. There are several fairly standard commands, including:

ATHx, x=[0,1] to hang up/off hook the phone (I forget which is which)
ATDTx,xxxxxxxxxx, x is the number to dial, ',' is a brief pause i.e. 9,123456789 to get an outside line

There are a handful of 'standard' commands and then each modem chip manufacturer has their own extensions. If you need to do things other than the most basic dial and answer, you'll need the specific command set for your chip. Sending ATIx, x=[0-9] may give you clues as to the chip id.

As far as sending the commands, best test is to use hyperterminal (assuming windows) to establish that the c
able, comport, UART settings, etc. are correct. All of the above commands can be sent directly that way. After you can talk to the modem, look at some of the NI serial I/O examples and modify to suit.
