Actually, the address of 0x28 is the 7-bit address (i.e., right-shifted). At this point, I'm not really sure what else to try. Do you have another I2C device that you can try talking to? I suppose you could hook up a scope to see if the lines are actually changing state. Maybe it's a hardware problem.

I have the 24LC512 chip which I connected to the interface. The program read from the chip without any problems.
