Why would you use the driver wizard? What kind of controller? Have you tried the built-in joystick interface?

NI-VISA's USB Wizard looks like requiring that the device bcdUSB value 0x0100 or higher. But I don't know if the driver itself is really requiring it.
Try any other USB device (with bcdUSB 0x0100 or higher) to complete the Wizard, then modify VID and PID values in the generated INF file to match with your device to be controlled. If the bcdUSB restriction is only applied to Wizard program (not to USB RAW device driver and VISA DLL), it may work.
