Need Help!! Software for Agilent Technologies / Hewlett-Packard hp4192a Analyzer

I need help finding and installing software for this impedance analyzer. I search on NI website and i found a driver as followed:

LabVIEW Plug and Play Instrument Driver

Could you please suggest me what I can do with this Instrument driver? First, i have to install lab view in a computer and install this software, right?  Is there any other requirement that I need to do before running this driver?

Furthermore, what is the capability of this Plug and Play driver? It helps for data acquisition and fitting my impedance loop?

Sorry for havving zero knowledge about this instrument, thus far, no one in my department uses it and there is no computer controled on this device.

It also helps if you have some programming experience in LabVIEW and have a GPIB card preferably from NI
to communicate with the instrument.
The driver is only a shell that translates what you want into commans that the machine accepts.

Once you install LabVIEW and GPIB driver, follow the instructions provided on the following page to install the LabVIEW PnP driver:
