Have you tried to install the latest drivers for your Aglient 8153A provided by keysight and enable NIVisaTulip.dll?

Since Keysight no longer provides the 8153A driver, I downloaded the latest driver from the NI official website. In addition, I have checked NIVisaTulip.dll, but it still fails; I also performed the same program and instrument test in Labview, but still same error

You need a driver for agilent because when you are installing it, you are receiving a dll file exact for your device

By the other way, you can try to create IVI driver for your device, but it might be not easy
