I have fixed the issue. Thank you everyone for your input. Turns out another guy working with me has the exact same problem with his Bytecc serial-USB adapter. After testing my program on a PC with XP and not Windows 7 Starter, I knew it was some driver problem. I reupdated the RS232-USB drivers from Bytecc's site and it seems to work fine!
