Hello,
I am trying to run the VISA test panel to see if my system is talking through the serial port to my computer's USB port. I keep getting this error
Error opening resource:
ASRL3::INSTR
VISA: (Hex 0xBFFF0000) Unknown system error (miscellaneous error).
All the previous posts are from years before and are not helpful.

Please provide all related information, device you've, how do you connect with the computer, version of software are you using, OS, etc.,

This is the max window. It is possible that I did not install it correctly because I had to jump through some corporate hoops.

I am trying to connect a loadcell sensor that goes through an RS-232 board to my computer so that I can track the data via LabView and show it graphically. I am connecting computer via serial to USB cable. I am running the most updated version of LabView as it was downloaded yesterday. I am currently running on windows 10. I also get an error that PL2303 HXA is no longer supported. Should I be worried about that as well?

Yes, PL2303 could be the USB-UART chip used in your loadcell and it looks like the driver for Win10 may not be supported and that could be the reason you were not able to communicate with the loadcell using VISA.

What is the best solution route to go for this? Would buying a new DB9 cord be a viable option?

Yes, that would be the right approach, before purchasing please verify that the USB-RS232 convertor has a valid driver for your Windows OS.
