Applications fail when installed on target computer (error 1073807360)

I have a vi that controls an agilent 6813B power source/analyzer through the rs232 port. The vi works fine in Labview 8.6 on my development computer. An associated executable file also runs fine on my development computer. When I build an installer and install the application on another computer it fails to communicate. I get error -1073807360 on the first visa open function. I included Visa 4.4 runtime engine in the installer.

This problem is solved. Disabling and then enabling Com1 in windows device manager solved the problem.
