the direct switching capabilities of TestStand are based on the IVI-Switch functions. Unfortunately, the 651x series of digital output cards do not support IVI functionality.
The best way to control these digital output cards would be to write a set of LabVIEW VIs which use the DAQmx driver functions to control the relay switching, and call these VIs as LabVIEW action steps in TestStand.
