logging raw data

I have data & clock(not in rs232/485 or any format),it is general digital data with clock.

i want to log this data into computer using counter/timer or any PCI cards,

Are any cards(not only PCI or counter cards)   available that take external clock and

log data directly with respect to external clock into system?

Data rate ranges from 10 kbps to 1.5 Mbps.
