problem with VISA read

Are you sure you are using the correct serial cable?  Are you using a null modem cable when it should be straight through, or vice versa?

That manual is essentially useless.  The little Basic code segment makes me wonder if the device uses hardware handshaking. I am not sure what the "...CS,DS,CD" part of line 10 does, but it appears to refer to handshaking lines.

Is there a programming manual for the instrument?

yes...it use only rs232 cable.i have asked my friend who have done some experiment with the same instrument before.she said when she done the exp. she just connect the instrument to the pc with rs232.and choose the port and labview will display the data. 

right now,im not sure whether there is somethg wrong with the pc im using or not.because i also tried some tutorial in youtube http://www.youtube.com/watch?v=RM8a66g2eGo but failed.

I'd suggest you contact that friend and have her come and give you a hand with it.
