Looking at this post, the quoted text is not delimited by horizontal lines, however, when I edit it, the lines are there.
Also, the html code shows them. I am not sure why the post has a darker background. Could it be that the lines have the same color?
Here are a few horizontal lines for more testing:
Aha! They are now light grey. They should be darker!
(This is on chrome).

Thanks for reporting this. There is a css issue causing the horizontal lines to appear lighter in color (#eee) than normal (#989898) when inserting using the button in the text editor
This does not happen when you use a horizontal line inside of a <blockquote>, which is what is inserted into a post when you use the quote button above the text editor.
Example:
I'll follow up internally to get this addressed.
As for why your post has a darker background, you'll see this when the URL is higlighting the particular post. For instance:

This issue has now been resolved.
