Why nilm.exe is consuming 50% CPU resources

Please refer attached screen snap, nilm.exe on my PC is continiously consuming 50% CPU resources. I am having network server based license for TestStand and LabView

Seeing the same thing on my laptop.  My PC does not have this issue (because nilm.exe isn't currently running).  See here to prevent NILM (NI License Manager) from running at system startup.  Note:  NILM appears to be necessary for multiple remote panel connections.

 

Can someone from NI clarify whether this is expected?
