Installed Disconnected Licence, but LabVIEW won't run

Hi.

 

I've installed a disconnected licence file as supplied by my Volume Licence manager.

In NI License manager it tells me "LabVIEW Professional Development System 2021, Licensed, Expiry Dec 19, 2023."

The product I have in stalled is LabVIEW 2020 SP1. It says "unlicensed" and when I launch it, it insists that I must Activate.

I thought the PDS 2021 license should activate Base Development System 2020?

 

Any ideas what's going wrong, please?
