cRIO 9046 connection issues

I have a cRIO 9046 that I am trying to connect to a LAN. It is being recognized but I keep getting a "problem contacting the system web server" error. I've tried NI's troubleshooting steps but no change. I have also connected to 2 different computers to try to reformat as a last ditch effort. On both computers the cRIO wont reconnect on restart. the same thing happens when I try any restart such as restart after installing software or hitting restart in MAX.

Grabbed a known machine on the LAN and changed its IP to what I want the new machine to be and got the same issue. Then changed it back and it works fine. Any idea on what I'm doing wrong? I'll also admit I have no idea what I'm doing and this is the first time I've ever dealt with networking.

Turns out IP was already in use even though it shouldn't have been, open IP and I can connect
