Error while initializing TestStand Deployment Utility

(second PC from my other post)

Win11 TestStand 2022 and 2023 (Same error).

Tried uninstalling and reinstalling.

Tried installing TS2023

attached log has no useful information

seems like the attachment was striped.   this is the contents of the TSDU detailed status log.xml
