The short answer to your question is yes, you will need to have a license for every machine that has a TestStand installation on it. The types of license vary in cost based on the behavior required, ranging from 'development' down to a basic 'Run-Time.'

TestStand - The Complete Test Management Environment, if you look at the last page you will see some options. If you are planning to resell TestStand sequences as part of a larger package, your best bet may be to simply call or email your sales representative for advice on what you will need to purchase to guar
antee that your customers get everything they need, and if there are any benefits to buying licenses in bulk etc.
