I am responding to this so you will know that your question has been acknowledged. I have taken a look at this and I can find no easy way that this can be done in Version 10.1. If I understand correctly, you want pads from components that are not connected to a trace to be eliminated. If this is correct then, at least in Version 10, Ultiboard is treating these pads as part of the footprint and as a complete unit. The only way to edit it is to go into the in-place parts editor and remove the pads you don't want there. This is the only way I can find to do this and I am not certain if it would work the way you need it to. It is just one option that is a possibility.
