problem of 4511BP simulation

This circuit is used to test the basic functions of the 4511BP.

Everything is normal when ~EL = L

When ~EL = H

The output does not maintain its previous state.

They all output L.

The model of 4511BP content is like this.

From the truth table, the model seems to be correct.

Any help would be appreciated...
