Here are the problems in your circuit:
- You have to interchange Vcc and Vee. For LM324, the positive power supply input (V+) is pin 4 not pin 11, the ground or negative power supply input (GND/V-) is pin 11 not pin 4. You should not always assume that for ICs the positive power supply terminal is at the top while the ground or negative power supply terminal is at the bottom. - Reduce your power supply voltages. The LM324 can be powered from 3 V to 32 V or ±1.5 V to ±16 V. The absolute maximum rating is 32 V or ±16 V. Use up to ±15 V so there is a margin of at least ±1 V.
- When the input voltage has a peak value of 2 V don't expect the output to have a peak value near 2 V. Your circuit is a noninverting amplifier and the voltage gain is not 1 but 2 (1 + 10 kΩ / 10 kΩ).
