what's the difference between the input buffer size and the actual buffer size?

I have copied one of the VI from the solution binder that has the " NO buffer or read size of zero" VI. This VI has many inputs among which "the input buffer size" and " the actual buffer size". I don't know the difference between those.

We'll probably need a little more information on the VI itself:

1) Version of LAbVIEW
2) Where to find the VI

I looked through the solutions library for LabVIEW 6 but could not find a VI named "NO buffer or read size of zero". It looks like it may have been custom-built for that specific solution.

I'm using Labview 6i.
the VI could be found using the followin path:

labview6\examples\daq\anlogin\anlogin.llb\No buffer or read Size of Zero.vi.
I'm also attaching the library where you may find the required VI
