Does the problem persist even after introducing a powered USB hub? Jeff Bohrer’s suggestion is a very good one. I have seen many strange issues go away when customers introduce a properly powered hub between their device and a laptop.
Many laptops only provide limited power to their USB ports to conserve battery life amongst other reasons. If your laptop has multiple USB ports, typically only one of those ports will have full power and maybe not even then.
