NI 9481 relays don't stay latched when running the labview compiled exe on a computer with only the labview runtime installed?

I recently purchased a cDAQ-9172 with several modules.  One of the modules is a NI 9481 relay module.  I created an application using Labview and built an exe.  If I run the exe on the computer it was developed on the relays operate properly, i.e. they stay latched until their state is changed.  If I run this same exe on a machine with only the Labview runtime installed (no developer software installed), the relay contacts pulse and don't stay latched.  I'm using Labview version 7.1 for my developement and runtime.  Has anyone else experienced this problem?

Ignore this posting, the error stems from a difference between the ini files of each computer and has nothing to do with the Labview runtime vs Labview developer, my bad.
