Does nidaq 6.9.1 have dependencies for VisualC++ that get removed when VisualC++ is removed?

Well, I use VC++ to build NI-DAQ applications that are used by customers who don't have VC++, so it seems unlikely that this is the cause of your problem. But not impossible, of course.

"doesn't work properly" is pretty vague. Try giving us some more details.
