installation fails

The error occured many times when installing measurement studio 8.6 on vs2008.

Translate:

"Cannot access windows installation service. Windows may be not installed correctly. Please contact to technical support."

Environment:

Windows XP sp3

windows installor restribution 4.5

How to solve this problem except reinstall windowsXP. Thank you!
